The difference between eb2 and eb3 is the priority date (someone calls

However, the priority date changes dramaticly from date to date.  For

again within a year.  In that case, there is no any difference between
them.

If you hold a MS in either CS or EE and you are working on the same
area, it is very normal that your case will go through RIR, no matter
eb2 or eb3.  Actually RIR is for the first step, lc application.
It is taking about 3 months for lc to be approved.  If you can not apply
RIR, you need additional 6 months for some legal steps, such as job
posting.

the gc process for chinese has a long backlog.
last year it was current because some special
reasons, not normal, and I don't think they
will make it current again.

I've heard non-RIR takes 2-3 years.  but, if
if you have to wait until your PD current,
no difference anyway... if cut-off date changes
to current in the future, then RIR would be
better, you can file I-485 sooner.

No one knows which date they are really processing at the
moment, and
No one knows what will be the next. The total process is a
black-box
controlled by INS and state dept. Sometime there are just
too many people
waiting outside, so they open the door for a while to save
those whose
H-1 will be expired. There IS the backlog for Chinese, so it
can't be
really current until all previously pending cases be
cleared. I still
know many people who filed I485 in 1997 in California and
didn't get approved, while
some applicants in 98 already got the GC. They are trying to
do sth to
make it more sense, and we will see.

About the current cut-off dates, in Apr for EB2 was
07/01/97, now is 01/01/98,
only 1/2 year, not one year.
